Probably because LOCAL rules are typically less fussy about such minutiae.
The purpose there was to get quieter, and the competitors complied. I can
see it a terribly easy thing to do, missing the pipe length issue completely
while trying to ameliorate a noise issue.

Where is that 24" rule (Solo rulebook or is it a GCR F500 rule?) -- and
couldn't it be amended in the Solo book to include language so that an added
muffler does not count in that measured length? Typically, exhaust length
rules exist in road racing so pipes at head-height don't become a hazard to
fellow racers -- not an issue in Solo.
