I'm not that intimate with ST/SP rules, but if you are quoting correctly "in
part or in whole" then it would seem you could "remove" that "part" of the
A/C system comprising the belt which goes around the A/C pulley by the
device of installing a shorter belt.
Some rules permit only complete removal or no removal of a component like
A/C -- all or nothing. Need to determine exactly what applies to you.
