If I recall the gist of the conversation on Sunday at our autocross, the
local Hoosier distributor (known as Ron VerMulm) mentioned that a
significant portion of the new bill was indeed more testing.
Currently, tires are only required to have one tire per rim size tested; the
new standards would require every single size to be tested to destruction.
Anyone headed to the Solotime event in St. Louis this weekend? Ron will be
there - he can straighten out what I screwed up, which is probably most of
the above. :-)

The impression I get is the legislation will impose greater testing
requirements on makers, not necessarily different specifications. I don't
know for sure, that is simply the impression I got from the current
proposal.
If it's merely more testing and documentation like crash testing of cars,
then all it does is drive up costs for DOT R tires. If it changes the
specification then that is a whole different question, and I wouldn't mind a
spec that made all DOT R's more like Kumho Victoracers.
