How is it that an event where someone skillfully manipulates a motor vehicle
could be considered an Olympic sport?

The same way that synchronized swimming and ping, er, table tennis are
Olympic events. Skill, plain & simple.
All told though, most of the Olympic events of today are a far commercial
cry from the humble beginnings of the games in Greece where each game was a
test of skills that were necessary to survive every day life. Somehow I
fail to see how events like figure skating or the Skeleton are relevant
skills to survival in the wilds.
