There already is one. See Section 3.6B in the Solo II Rules.

Its use is not allowed now under any circumstances in Solo II. I

If it is not allowed in the first place, why should we go to the
trouble to specify what constitutes a "safe setup?" Our tech
people have enough to check for as it is without having to decide
if a nitrous setup is acceptably safe.

My suggestion: if the car has a bottle in place, it should not be
allowed to compete. See the above reference to the rules. If the
plumbing is present with no bottle, then there is no _safety_
issue with the car. Possible non-safety-related illegalities can
be dealt with in the same manner as with other areas.
