Street Prepared Shock Rule

I have a question specifically regarding the rule on 14.5-C.  Would it be
allowed to use a "bracket" that mounts to the original mounting point,
however, the shock would then bolt to bracket?

The intent would be to lengthen the shock or increase the travel back to
"stock" parameters.  Since many SP cars are lowered quite dramatically (in
excess of 2.0-2.5 inches).  The shock would then be used as designed in stock
oscillation compression/rebound strokes.
