I think that you need to reread the article.  The fine was based on a 12.5
million per year salary.

His fine would have the equivalent effect on his bank account as a $250 fine
for someone making $30K per year.

That is a much higher fine for 47mph in a 30 zone than in the US but how
does it compare to other similar countries?  European countries don't tend
to assume that driving a car is a right.

I am far from a socialist but I have wondered about the idea that fines
(many thing, not just speeding) be adjusted so that they have a similar
"pain" effect on most people and that they should be based on the cost to
the government of paying for the enforcement and extra work done by the
government repair damage done.
