Speed costs money! How fast do you want to go? If it wasn't shocks it
would be something else. If you feel like you can't compete in stock class
because it is too expensive you need to look around. What class doesn't
have big spenders with high dollar trick parts on his car? Changing the
rules to require spec shocks, tires, claimer rules, etc... will make
autocross into something else. The only way to eliminate the big spenders
is to have an OEM stock class that required every part to be OEM even tires
and brakes. Then none of you could cry about being out spent. More likely
you are being outdriven anyway.
There will always be racers with deep pockets.
Get used to it.
