The David Carradine movie is Deathrace 2000, and co-stars Sylvester Stallone. 
It was Carradine in the cape. His name was Frankenstein.

By the way, Anyone else notice the not so subtle irony that Lee Majors was 
racing to the "free state of California" so that he could smoke and drive a hot 
IC car?
