I think its legal? Heres what section 6.11 says.
I say, at the VERY LEAST it's illegal as being outside the spirit of the
rules.
The rule was clearly written to prevent this sort of thing which would lead
to
everybody having to do it to stay competetive. That being said; the
logistics
of the method described would make it impractical at best and by the time
the air
got to the tires there would not be much heat left in it. Concentrate on
heating
them up in the first turn and forget the gimmicks.
6.11 Preheating tires
Pre-heating of tires prior to competition by electrically heated
covers or similiar means is prohibited.
I guess it comes down to what "similar" means to you??? Pretty vague
if you ask me.
