In the past, I haven't agreed with Jay too often, but I have to here. Having
a 'street licensed' provision only offers a clue for general intent. It
doesn't keep anyone honest.
I can license my CP Camaro for the street with no problem. I might need a
few things like lights, tread, etc.. to make it somewhat livable, but to
license it, all I need is my title.
