Emission regulations are not laws. They are regulations published by the
regulatory and enforcement body as described by law or by Presidential
fiat as was the original case of the EPA. The Clean Air Act validated the
rule imposed by Presidential Order.
That agency and it's ilk are a form of welfare employment for those that
are educated but have no productive value to society. ;-) OSHA and the
EPA are agencies that provide artificially high employment in industries
that could otherwise be automated.
Not quite like NASA, which is welfare for the educated that produce useful
devices, mostly through secondary development needs though. Right, Roger
