>>It makes no requirement for how those plates were obtained,

Correct. It is also correct that, if one registers a
non-emissions-legal car in ANY state in the Union, one is
committing a Federal crime. But one is merely complying with a
_requirement_ of the SM rules. What exactly is wrong with this
picture?<<

~~~Then I must be on the FBI 10 most wanted list, hey I just might be public
enemy number friggin one! I have no problem slicing off a cat right in the
prime of it's life, I'll drop the rest of the emission controls off as
well(except for the PCV 'cause it makes the car run better) I believe that
cats are almost the worst thing ever inflicted upon us by the ever prying
feds, a well tuned car really doesnt need them either, if you have your
timing curve correct and your mixture you'd be suprised how clean your car
runs and now with computer controlled engines the difference is amazing, I
can get an 8-10 MPG increase by just installing a port fuel injection system
on my 455, right now I get 10 1/2 MPG with it, now you can't tell me that an
engine that is using half as much gas is polluting more.
  One thing I've always wondered is why so many tree hugging hippies drove VW
bugs and buses when we all know that air cooled engines pollute more than
water cooled......
  Feel free to flame away
