You can insure and track a package with the Post Office. Plus, they don't 
whine about unpacked tires. UPS can drop the ball and deny a claim just as 
quickly as the rest of 'em. My local UPS service center has some not very 
nice people, whereas the local driver(s) are great. I think the original 
poster wanted to ship used tires, so the PO might be the best deal for him. 
FWIW, Fedex now has "ground" service handled by the former RPS (Roadway 
Package Service? check the Fedex site). It appears to be equal to or cheaper

than UPS, and I would imagine better service, since it is now part of Fedex.

I ship and receive tires on a regular basis and I have always used UPS
ground.  Yes, they do have a $5.00 surcharge on all unpackaged items.  we
tape two tires together whenever we can to save some.  If you try to tape
all 4 together they will be larger than the UPS oversize package size and
that charge is even higher.  Yes, US Mail is cheaper but unreliable and
you pay a lot more if you send them through one of the services which
will track your shipment.  UPS provides tracking on all packages as well
as insurance, usually at no extra charge (there are insurance charges if
your package is "over-valued" but I don't know what that means) while
through US Mail if it gets lost ar damaged you are pretty well screwed.
