Howard actually addressed the wording at the SEB meeting last Monday.  When 
the original wording was developed about 10 years ago, the SCCA risk 
management team (ie the lawyers) cautioned against putting a hard and fast 
rule in the rulebook.

The thought was that it would be a liability nightmare if anyone exceeded 
the limit and then had an accident.  They instead went with the "as safe as 
conditions permit" type wording.

Cover there a**es, our a**es, and any other organization that uses the SCCA 
rulebook.
