Good question, Mike.  I'll try to answer it with something else that I
found but couldn't lay my hands on when I typed that first response. 
It's in the June edition of the "Road to Topeka News" - the
pre-Nationals newsletter - which was attached to the July-August
edition of the RENews:

The Paddock Police Department has not been formed yet and we hope it
never is - but we need your cooperation to keep the idea on the
drawing board.  Last year many folks must have been watching a lot of
old episodes of "Bonanza," because when they got to Topeka, they were
acting like the Cartwrights (staking out the Ponderosa) with the
amount of space they were reserving and, subsequently, using.
With the turnouts we are seeing at TireRack National Solo events this
year, 1000 in 2000 looks more and more like a certainty.  For us all
to fit in the paddock, we will need everyone's help and cooperation. 
PARK FRIENDLY.  Save only a reasonable amount of space that will
actually be used and please park trailers that are not part of your
daily operation in designated areas.  The event supps now allow for
penalties for failure to follow pit parking instructions
