Appendex K, Section V, Subset A, number 9 says

Allowed Modifications
"Spoilers, body kits, rear wings, ect"

as long as the modification keeps your car "fully legal and compatable for
street use anywhere in the country"

now if some State in the US has some silly law on the books like "car must
have a Ground clearance of ##"  then the way I read the rules ALL cars in
the class must apply to this regulation, however if a car is inspected in
one state it is accepted it is legal in the other states

Would it be legal in the street-touring classes to replace the standard US
bumpers on an 84 GTI, with the stock  European bumpers
