I've not been following this entire discussion (sorry) but have always 
thought that a way to make a large surface available and make a profit is to 
pave, or concrete a *large* piece of land and put self storage units around 
it.  The self storage units would contain the noise and provide income, 
while the surface could be used entirely at the owners discretion.
