Yes, they are, at Pros, Tours, and at Nationals. However, the
computer is never in the "critical path" -- delays in the computer
never actually hold up the event.
The big thing limiting the starting interval is course design -- the
safety of running cars that close together, and how many cones are
likely to need resetting at a time (and how many stations are likely
to need to call in penalties on the radio at a time).
25 seconds is the usual target at Tours and at Nationals. 20 is
achievable with the right course and the right workers.
