99 ACR Question

I just bought a 99 ACR and have questions about alignment and the legality of 
slotting out the bottom strut hole for solo ll.   I owned a 97 and this was 
already done from the factory.  I want to be able to get around 2.2 degrees 
negative camber in the front and as the car is now it can't be done.  Could 
someone please give me the specs, procedure and what parts are needed so I 
can then give to a mechanic or machine shop. Thanks for your help.
