Truthfully, no, I don't think it will make him any faster. I have the same
problem, but with the harness tight on course I never think about it. It is
just frustrating and uncomfortable in the staging lanes.
The car in question is a 97 Integra GSR, and he is 6' 0", but he weights 250
or so and most of it is up top.
I don't believe it will make him faster, but I know it remove a frustration
factor and let him have a little more fun. He's more of a beginner than I
am, and the more distractions I can remove the better.

Why not? Are you suggesting that your father won't go any faster with
a lower seat? Aren't you suggesting lowering it so that he can go
faster? If so, then a lower seat would enhance the performance of
the car/driver package (which is what matters).
