Sub-Strap in a mod car

Is it required to have a sub-strap installed in a C-Mod car? I have been
told it is
required by some. Yet others have said no. I was told my car had to have
one because its required by the GCR. However an open top E-Mod car is
not required to have one? They can run with a single lap belt if they
choose. I have no problem
with having the sub strap in the car. I was questioning this because it
seemed silly.

Any Ideas?
