Yep!  That's exactly what it means.  She can compete as long as you or
your wife is in the car with her.  Nobody else!  She can't drive on
her own until that restriction is removed!!!

Take it gently.  Don't push her.  Let her find her own level of
competitiveness.  Then, gently, encourage her to push it a little
harder each time.

Yes, they're readily available.  But, IMNSHO, the rule should read,
"With PROPERLY FITTING seatbelts and PROPERLY FITTING helmets!!! 
8<{)  Remember, too, that the Snell 85 rating is no good after the end
of this year.  The Snell 00 (2000) rating comes out in September or
October and, after that, the only helmets allowed for SCCA autocross
will be Snell 90 or later.

I don't have any kids (that I'm aware of!!!) but I do have a deeply
rooted concern for safety.  As a Divisional Safety Steward, I have no
problem with getting kids involved in our sport at an early age as
long as all of the PROPER safety requirements are met.
