Too late to enter SF divisional?

I'd like to know if it's too late to send out the
entry form for San Francisco divisional on
June 12th and 13th now?  According to 
the web page, the due date is June 1st.
Does it mean that post marked by June 1st
or received by June 1st?  Please let me
know.
