Actually, it was new or changed in 98, not 99.

Not yet -- but I am considering them.  Horror stories of water pumps and
alternators going bad (predictions, not experience) have made me pause.

I did verify via a letter to the SEB that it is okay to replace the pulleys
in such a way that you underdrive (gear down) the accessories.  You can also
make the pulleys lighter.  But they cannot completely stop driving the
accessories at any time.  (There are aftermarket variations that essentially
turn off the alternator at WOT.  I think that _ought_ to be allowed, but it
is not currently.)
