Solo 2 Passengers???

I went looking and could not find a reference to this in the 99 rulebook.

Are passengers in normal parking lot Solo 2's allowed?

If so, what age must they be? 
Do they have to be licensed drivers? 
Or due to the Junior stuff evolving, can they be younger these days?

Where is this spelled out?
