Sorry to jump into this a little late, but I have been really behind in
personal email reading due to work.

I think I can shed some light on this.

It is pretty common for the RX-7 to have problems with the hoses that
control turbo operation.  The solution to this is to glue them on.  This
should not be illegal for the Stock class.  It would be like saying that a
person could not re-torque any bolts on the car, or use Loctite, or
different hose clamps on the radiator hoses.

What would be illegal is converting the turbos to non-sequential operation
(this is probably what the person meant that said the turbos did not
operate in the standard manner).  Normally they operate sequentially, i.e.-
the primary turbo is always being fed exhaust gas, and then the second one
kicks in later after a certain vacuum point is reached.   Non-sequential
coversion is done by re-routing the vacuum hoses to make both turbos
operate at the same time.  Definately not stock.
