gas leak on Stroms

Hello

My fuel system continues to be troublesome.  I notice that I have gasoline
on the back of my Stroms, around the gasket area between the upper half and
the bowl.  Is this indicative of bad float adjustment?  The car is not
running, and the gas shows up after cranking it a few times, not during or
after actual running (which my car doesn't do!).
