Phil,
I hate to give you the bad news but..........Sounds like someone "covered" 
some major issues under the Rocker Panels.  The outer give SOME strength but 
the 
inner panel is where MOST of the strength comes from.
Where are you located?  Maybe someone from the SAOCA can take a looksee at it.
