Rob,
        You have reach the original red oxide primer and it will come off with
paint remover. You could rinse/dry and start sanding with a DA sander or
sand by hand with #120 sandpaper to get the last of the red primer. Then
treat the metal with a metal conditioner and prime with epoxy.
