The pressure relief valve releases excess pressure at high rpm. It is
common to dismantle the valve and shim the spring to raise the pressure
to 50 or 60 pounds. However, this will not solve the low pressure at low
rpm problem if there is not enough pressure in the first place. Common
problem is worn bearings. 

You don't mention the actual pressures - the pressure will normally drop
at idle - is it below 20 pounds hot? What is the pressure at 3000 rpm?
