Plastic Tag

My Harrington LeMans has a plastic tag, about 1" square that is attached 
below one end of the SAL plate and has a notation "3-64" on it.   Scott has 
seen many Series III and some IV cars with this but never on a Series II.   
Ian commented that it may have been a tag for California cars having to do 
with emissions.   He suggested asking all you on the list.    BTW, 3-64 does 
not correspond to any likely date on the car which came off the Sunbeam 
Assembly Line in June 1962.   Any ideas?
