Rob,
Check the following:
Is the wire connected to the sending unit (screws in under the coolant
tank).
Are all the wires connected to the guage?
When you turn the key on, is there any movement whatsoever in the guage?
I just ran downstairs to my shop and checked things on the racecar. The
resistance through the water temperature sending unit is 521 ohms. When I
turn the ignition on, the guage instantly indicates 90 degrees.
If you don't have any indication whatsoever of the guage coming to life when
you turn the ignition on, I would start inspecting the wiring; looking for a
break or faulty guage. If the guage comes to life then I would look for
something between the guage and the sending unit, or the sending unit
itself.
