The later cars had bumperettes that mount through two 1/4 inch holes each side
that go through the bumper top to bottom. That sounds like your configuration.
Cars that have had a bumperett-ectomy like mine often have those holes filled
with chrome or SS carriage bolts.
I mounted my fog lamps to brackets attached via the bumper mounts. These put
the spots low and wide and they are very effective in this location.

Hi,
I am getting ready to try and make some sort of mounting system for my fog
lights on my 72 project.
I am looking at the front bumper and there are 4 1/4 inch holes on either the
top or bottom of the bumper. In reference to these 4 holes, are they on the
top or bottom of the bumper?
The bumper was off the car when I picked it up. There were 2 vertical taps
mounted for what must have been the licence plate mount.
