The bolts on the ignition module on Series III Jaguar saloons use the exact
same idea (a shearable bolt that basically breaks when being installed). I
have taken the lock mechanism apart on my XJ6 and had to remove the bolts in
the same manner you describe. I recall at the time, I was able to purchase
new fasteners that included the specially designed head that would shear off
after a certain amount of tightening force was applied. No bondo needed.
Another idea is to go to your local Ace hardware store and see if you can
find some button head hex bolts - they would work just fine.
