Cut off the head of the bolt with a Zizz (?) wheel or grinder.  I removed a 
body from a '74 a few weeks ago and had to grind a couple buggered up bolts.

Then use lots of PB Blaster or similar and either use an easy out or drill 
it out and re-tap.
