Thanks Jack, that is an excellent suggestion and I do plan to rebuild the
steering column shortly so I will have access to the inner column.

If you take the inner steering column out, its easier to take the locking
thing of the column - just grind the weld at each end, then pry apart in the
middle and it comes right off - of course you have to be careful to grind the
weld and not the column - pretty easy on a lathe, might be harder by hand
