Front plate gaskets

Can someone please tell me the proper way to install the gasket(s) on the  
front plate.  I read that the thin paper gasket goes between the plate and  the 
block.  What about the thicker gasket in the kit?  Doesn't appear  it can go 
on the outside of the plate as the timing chain cover (gasket) would  not seal. 
 How do they go and do you use permatex?
