The bolts securing the ignition lock are "torque to shear"
bolts. They have a rather peculiar shape:

When tightened, the head of the bolt shears off, rendering the
steering lock "tamper proof" as required by federal law.
To remove them, you will need to use a Dremel or other tool to
cut a groove in them to permit a screw driver or other tool to loosen
them. I replaced mine with socket head cap screws to make it easy in the
future to service the steering column. The bolts are metric, by the way.
If all you want to do is replace the ignition switch, you do not
need to go to all this trouble. The switch is attached to the ignition
lock by a small slot head screw. It is on the outboard (left) side of
the switch, adjacent to the surrounding padding. Loosen this screw and
the switch slides out for replacement (the steering wheel is still
locked). You do not even need to remove the surround, although it is
easier to see the screw if you do. A dental mirror would allow you to
spot the screw very easily with the padding in place.
