Shannon---The vacuum retard unit should retard the ignition timing
between 14 and 16 deg. when it's working as designed. If you set the
timing to 10 deg. BTDC with the vacuum line DISconnected, and then
connect it, you should see the timing retard to 4 deg. ATDC
This is at idle speed only. (Below 900 rpm) No retard should take place
when the throttle plate is opened and this particular port source of
vacuum "disappears".
