Richard---If you can find no reason for this caliper to lock before the
other, check the left side to be sure this isn't the lazy one. Make some
kind of a 'mark' across the left wheel pads, and do a brake test. See if
both pads on this wheel erase the mark evenly. Do the same thing with
the right side pads for comparison, if necessary.
You didn't say if this lockup came when jumping on the brakes or happens
with routine stops.
Check for loose wheel bearings while you're down there.
Look for any foreign substance on either the pads or calipers.
Neither the booster nor the PDWA would cause this.
