Hi Ron,
Your pictures remind me of darker Triumph days and many long nights
repairing my rusted TR6. There are pictures on my web site:

If the floor pan is solid I'd just replace that inner sill. All the larger
TR suppliers offer a replacement panel. Do you have a MIG welder? I used a
hand punch to punch holes every so often in the flanges then plug welded
them in place. If you aren't familiar with plug welding, it is a form of
spot welding where the two panels are clamped together and the weld is
started on the bottom panel in the center of the hole and continues until
the hole is filled and both panels are joined. It can be ground off flush
with the top panel so it looks like the manufacturers original spot welds.
