Jim, It's unlikely it's coming from the lower fresh air vents because they are fed by the heater box which is lower. Check for a loose hose or rust hole in the plenum where the drain hose goes in to the fender/foot well area. This is a common area of failure if the drain tube gets clogged and water & debris collect.
