Adam,
It is definitely not normal. Will the car rev over 4K in the lower
gears? It could be many things, but even at part throttle you should be
able to rev quite quickly over 4K in 1st or second gear.
You have hit on something I recently corrected in my car, though. I
discovered that when the accelerator pedal was against the floor stop,
the butterflies weren't fully open. It was tedious and a pain, but I
finally adjusted the accelerator so I get full open butterflies with the
pedal fully to the floor. However, when closed the pedal is a bit higher
than I'd like. Makes a real difference in performance though, especially
on the top end. My car is quite a bit quicker than I thought!

I've noticed that when I'm accelerating my engine does not want to go
much over 4,000 RPM. I don't feel like I'm losing power or anything,
just that it doesn't want to rev any higher. Is this normal for this
engine or should I look into my throttle linkage and or air flow to the
carbs?
