Horn problem fixed. I would like to thank all who responded with the great
advise.I followed advise from several responses and checked continuity by
section. I found that the problem was somewhere between the lower steering
column and the upper-inner column. I wire brushed and sanded the upper-inner
and the inside of the upper-outer column (confused yet) and sanded the adapter
coupling and top of lower column where the ground wire connects thru the
flexible coupling. Bingo, I have a horn. Not fun to tear down and do twice but
still rewarding. As said originally, am functionally illiterate with
electrics, but I catch on eventually. Thanks again for all advise.

OK, I give up. Replaced: horn button, horn push connection, brass slip ring
and insulator, inner column bushings, plastic washer between column end cap
and clamp, ground wire for rubber coupling, ground from steering rack to frame
and still no horn. If I ground from steering wheel to dash frame, horns work
when I press button. Since my car is o/d, there is no relay. I am pretty good
at following written and schematic instructions but being a functional
illiterate when it comes to electrical probems I am stymied. After overcoming
many obstacles with the lighting in the past year, this is only barrier to
passing state safety inspection. Any suggestions are appreciated.
