Jim,
The retractor assembly does not mount near the floor. That point is
the fixed point for the lap portion of the belt. The retractor is
mounted at the base of the wheel arch where it joins the parcel
shelf. The belt runs up to the guide at the top of the wheel arch and
from there forms the shoulder portion of the belt.
If your car did not originally have the retractor belts (my '71 did
not), you'll have to drill through the wheel arch for a mounting
bolt. Make sure you back up the sheet metal with a suitable plate,
3x3x3/16 thk., to prevent an "oil can" failure under load.
