Mike---Distributors that have only one pot on the side have only the
vacuum retard. It adds nothing to the performance, and takes only the
smallest bit away. When the throttle (plate) is opened on the carb that
provides the vacuum, the retarding action is canceled out. Performance
is then just as if it were disconnected. (Full timing is achieved)
As you may know, this retard was installed as an emission control
device. When working as designed, it's not such a bad thing to have in
operation.
