Joe---To get full opening at the throttle plates, take a look at these
two areas:

The pinch bolt clamp at the end of the throttle cross shaft.

The throttle stop, at the end of the gas pedal travel.

Between the two of them you should get what you're after. The pedal
should bottom out slightly before the carb linkage is pulled to the
maximum, to prevent jamming in the "open" position.
