NO. The cam doesn't weight 25+ pounds, the cam spins at 1/2 engine speed
and the cam itself doesn't flex (very much) under load.
However, if you are really concerned about the cam bolts backing out,
consider drilling the bolts and using wire to lock them in. Wire is always
better than lock plates (and lock washers for that matter).
