muscle cars of the late 60s/early 70s. This was a bulge on top of the rear
portion of the hood, that allowed this high pressure area to feed the
carburetor...

I'm not sure it's quite that simple. With the GM Cowl Induction, the
"reverse" hood scoop was sealed off from the rest of the engine compartment
so that only the carb(s) had access to the scoop and was unaffected by
engine compartment air pressure/temperature.  Since "nature abhors a vacuum"
the air will always flow from a high pressure area to a low pressure area
(relative to each other).  If air backs up into the engine compartment and
is higher pressure than the air outside the louvers, then that air will flow
through the louvers (in an attempt to equalize the pressure between outside
and inside).  Of course, whether that is the case, is still subject to
conjecture :^)
